STEP 2 - INTERNET (I.T.) GOVERNANCE

We need global governance for the Internet, so our top priority is to establish an Independant I.T. focused Federation of countries. The Internet is a global tool, which is why it must not be under the control of one country let alone a few companies and rich individuals as it is now. Any I.T. service hosted on a computer currently attached to the Internet is vunertable to accidental or malicious damage resulting in complete failure of the service.

I have labelled this section "INTERNET (I.T.) because all components of I.T. are needed to work together to deliver a service. The service is only as strong as the weakest link. Most of theses components contribute to the security of a service. Currently the Internet, applications, and database software we use do not have sufficient security defenses to resist attack by A.I., and yet we now completely rely on these systems for everything we do. Neither can they protect us against sophisticated cyber attacks and poor quality changes that are hurried through to deliver new function at the expense of Security, Recovery and Performance. So these weaknesses need to be addressed before any more uncontained AI that searches the World Wide Web for information is developed and deployed. You cannot "Sandbox" an AI development if the computer it is running on is capable of connecting to the Internet.

Most technicians focus on a specific area so they do not see the bigger picture. They do not see the knock on effect to other parts of I.T. or the Services that the I.T. systems are part of which may have non I.T. components. For that reason governance must be taken away from them. Also many tools have been developed to actually aid technicians to manage and maintain remote computers. In the hands of the wrong people and without controls these can do immense damage.

So the Federation MUST be non-technical but supported by I.T. experts with technical knowledge across multiple I.T. areas as well as actual Service Management experience. They in turn will be supported by expert technicians from each area such as networking, database design, A.I., Service Management, etc. The list of areas may change as required. I would suggest it's first task would be to force A.I. developers to prove that all A.I. development takes place on computers that are completely isolated from the Internet. I suspect this will be very difficult to achieve as there are probably very few computers being manufactured now without some internal component that has Internet connection capabilities.
